Overview


The purpose of the health requirement is to:


  • Protect the Australian community from public health and safety risks, in particular active tuberculosis.
  • Contain public expenditure on health and community services, including social security benefits, allowances and pensions
  • Safeguard the access of Australian citizens and permanent residents to health care and community services in short supply

Most visa applicants, and in some circumstances their dependents (whether they are migrating to Australia or not), are required to meet the health requirement.



To meet the health requirement you must be free from a disease or condition that is:


  • Considered to be a threat to public health or a danger to the Australian community
  • Likely to result in significant health care and community service costs to the Australian community
  • Likely to require health care and community services that would prejudice the access of Australian citizens and permanent residents to those services in short supply.

‘Prejudice to access’ refers to circumstances where the visa applicant’s condition is likely to limit access of Australian citizens or permanent residents to health care and community services that are in short supply.

In some circumstances to meet the health requirement you may be asked to sign a Health Undertaking by a Medical Officer of the Commonwealth (MOC). For example, if you are assessed as having a condition or disease that requires a follow up medical examination after arriving in Australia you will need to sign a Health Undertaking before being considered to have met the health requirement.

Who Required...?


Permanent and Provisional Visa Applicants

  • All applicants for permanent visas, including the main applicant, partner and any dependants, must be assessed against the health requirement. Even if the applicant's partner and dependants are not included in the visa application, they must still be assessed against the health requirement if they want to migrate to Australia in the future…
  • Applicants for a permanent visa will be asked to undergo a medical examination, an x-ray if 11 years of age or older and an HIV/AIDS test if 15 years of age or older, as well as any additional tests requested by the Medical Officer of the Commonwealth (MOC)

Temporary Visa Applicants

  • Applicants for temporary visas may be required to undergo a medical examination, chest x-ray and/or other tests depending on how long they propose to stay in Australia, their intended activities in Australia, their country's risk level for tuberculosis (TB) and other factors

Diseases & Tests


Tuberculosis

  • TB is a serious disease which has been declared an epidemic and a global emergency. Visa applicants aged 11 years of age or older must undergo a chest x-ray. Those under 11 may be required to have an x-ray if there are indications they have TB or have a history of contact with a person with TB. The purpose of the x-ray is to determine whether there is any evidence of either active or previous TB.


Hepatitis

Although health authorities consider the risk of hepatitis transmission from newly arrived migrants to be low, screening for hepatitis is mandatory where the applicant is:

  • Pregnant
  • A Child for Adoption
  • An Unaccompanied Refugee Minor Child






Or

  • A Temporary visa applicant intending to work as, or to study to be, a doctor, nurse, dentist or paramedic in Australia. Examining doctors or MOCs may also ask any applicant to undergo tests for hepatitis where they consider it necessary. If the applicant is assessed as having hepatitis a decision on whether the applicant meets the health requirement will be made on the same grounds as any other pre-existing medical condition.


HIV/AIDS

Permanent visa applicants 15 years of age or older must take an HIV/AIDS test. Permanent applicants aged less than 15 years must also take this test if being adopted or there is a history of blood transfusions or other clinical indications. Temporary visa applicants who intend to work as, or study to become, a doctor, nurse, dentist or paramedic in Australia are required to take an HIV/AIDS test...

Health Examination - In or Outside of Australia


Outside Australia

If you are applying for a visa while outside Australia you must arrange your health examinations with a panel physician. A panel physician is a doctor or a radiologist who has been appointed by the Australian Government to perform medical examinations on applicants for Australian visas outside Australia.


In Australia

If you are applying for a visa while in Australia you must arrange your health examinations with Medibank Health Solutions (MHS).

On the MHS website, you can find information on

  • Making an appointment for a health examination (referred to as a visa medical
  • The fees and charges associated with visa medical appointments
  • MHS locations in Australia
  • Approved medical practitioners (AMPs) who can complete health examinations in rural areas of Australia
  • access to, and use of, interpreters during visa medical appointments

What to Carry in Examination

  • Documentation from the department indicating which health examinations you are required to undertake (this is likely to the take the form of a ‘Health Examinations List')

  • A Valid Passport
  • Your prescription spectacles or contact lenses (if applicable)
  • Existing specialist and/or other relevant medical reports for known medical conditions
  • Any previous chest X-Rays
